Lori Beamer
Senior Economic Development Analyst, Pennsylvania Department of Community & Economic Development

Session: Public Sector Financing
Lori is responsible for reviewing, underwriting and recommending appropriate action for state loan applications received from businesses and agricultural producers and processors across Pennsylvania. During her tenure at the Department she has also assisted in reviewing and underwriting Enterprise Zone loan applications, and processing and administering various grant requests and projects through programs of the Commonwealth Financing Authority, including the Multi Modal Transportation, Greenways, Trails and Recreation, Alternative Clean Energy and Flood Mitigation Programs.


Before beginning her work with the Commonwealth in 2005, Lori’s career centered around military housing development and rehabilitation through her work as a field operations manager for Bill Strong Enterprises of Kansas City, Missouri. She was a founding member and Vice President of Operations for Heritage Quality Contracting, Inc., specializing in military housing rehabilitation at Fort Leonard Wood, Missouri. Ms. Beamer continued her work in real estate development and rehabilitation and finance through her role as Assistant to the Chief Operating Officer of Harrisburg University. She assisted in securing the finance package and administering the rehabilitation of a vacant property in downtown Harrisburg into the current Sci Tech Campus of Harrisburg High school.


In her free time, Lori enjoys, traveling, gardening, Saint Louis Cardinals baseball and spending time with her family. She is also an avid reader, reviewing and critiquing advance publication mystery books for publishers and authors across the United States.


Ryan Emerson
Director of the Grants Office for Business Financing, Pennsylvania Department of Community & Economic Development

Session: Public Sector Financing
Ryan leads a team of Economic Development Analysts who review and evaluate grant applications to make impactful investments of Commonwealth funds to improve Pennsylvania communities and businesses. Programs under his administration include the Pennsylvania First Program, the Multimodal Transportation Fund, and the Pennsylvania Dairy Investment Program.


Prior to this role, Ryan served as the Director of the CFA Programs Division where he oversaw programs administered under the Commonwealth Financing Authority, including  Alternative and Clean Energy Programs, the Greenways, Trails and Recreation Program, and the PA Small Water and Sewer Program. Ryan joined DCED in 2009 as an Economic Development Analyst.


Ryan graduated from the Pennsylvania State University with a Bachelor of Landscape Architecture and a minor in Civic and Community Engagement.
